#1   SHOULD NORTH OPEN 2C?  NO - with only 19 HCP and 11 of them in 2-1 suits, just bid "naturally" opene the higher-ranking of two 5-card suits with a one bid.  Plan to jump rebid to 3C to show 19+ HCP, 5-4 or more shapely, with a singleton or void somewhere.
